The story of Sanfu takes place in 2000 in the city of Shancheng. A mysterious old advertisement featuring a deceased psychic boy named Sanying Tong appears on the local news channel's broadcast. Rumors circulate that Sanying Tong's spirit has taken control of the television signal. The Investigation Bureau is tasked with investigating this strange occurrence. As their investigation progresses, a criminal organization operating in the shadows gradually comes to light.

It also explores a complex story filled with individuals who are lost, determined, naive, and those who stand at the forefront of change—a reflection of an era.
